Upper Wolf River and Post Lake Watershed

Details

The headwaters of the Wolf River originate above Pine Lake in Forest County. The river flows southwestward into Oneida County before flowing southward through Post Lake into Langlade County. The Wolf River from Post Lake to Little Rice Lake meanders through low country. This watershed covers 192 square miles in Forest, Langlade, and Oneida counties. There are presently no point sources in the Upper Wolf River and Post Lake Watershed. A portion of the City of Crandon lies within the watershed, but its wastewater discharge is to the Peshtigo River basin. No polluted runoff problems have been identified for this watershed. The majority of the streams are affected by beaver, severely in some cases.

Ecological Landscapes for Upper Wolf River and Post Lake Watershed

Ecological Landscapes

The North Central Forest Ecological Landscape occupies much of the northern third of Wisconsin. Its landforms are characterized by end and ground moraines with some pitted outwash and bedrock controlled areas. Kettle depressions and steep ridges are found in the northern portion. Two prominent areas in this Ecological Landscape are the Penokee-Gogebic Iron Range in the north extending into Michigan, and Timm's Hill, the highest point in Wisconsin (1,951 feet) in the south. Soils consist of sandy loam, sand, and silts. The vegetation is mainly forest, with many wetlands and some agriculture, though the growing season is not as favorable as it is in southern Wisconsin. Lake Superior greatly influences the northern portion of the Ecological Landscape especially during the winter season, producing greater snowfall than in most areas in Wisconsin. The historic vegetation was primarily hemlock-hardwood forest dominated by hemlock, sugar maple, and yellow birch. There were some smaller areas of white and red pine forest scattered throughout the Ecological Landscape, and individual white pines trees were a component of the hemlock-hardwood forest. Harvesting hemlock to support the tanneries was common at the turn of the century, and the species soon became a minor component of forests due to over-harvesting and lack of regeneration. Currently, forests cover approximately 80% of this Ecological Landscape. The northern hardwood forest is dominant, made up of sugar maple, basswood, and red maple, and also including some scattered hemlock and white pine pockets within stands. The aspen-birch forest type group is also relatively abundant, followed by spruce-fir. A variety of wetland community types also are present, both forested and non-forested.

Town Of Lincoln: Lake Metonga Ais Survey & Eurasian Water Milfoil Treatment: The Town of Lincoln, in cooperation with the Lake Metonga Association, will sponsor a project to perform plant community surveys of Lake Metonga and chemically treat several small colonies of Eurasian Water Milfoil (EWM). EWM assessments and GPS mapping of existing beds will be conducted in spring 2005 prior to treatment and post treatment in the summer 2005 and spring 2006. Curly-leaf Pondweed occurrences will be mapped, using GPS, during a boat survey in spring 2005. A comprehensive macrophyte survey will be conducted in summer 2005 using the WI-DNR point-intercept methodology. Mapping of the macrophyte community types by dominant species and location of invasive aquatic plants will be completed.

An education campaign will be developed including promotion of prevention strategies through a newsletter to area residents and local newspapers during Memorial Day weekend. The lake association will train the local high school environmental class in the identification of aquatic plants, large marked waste containers for disposal of aquatic plants and unused bait will be placed at boat landings and AIS warning signs will be stenciled on the pavement. The lake association will also coordinate with the Mole Lake Chippewa Biologist (Michael Preul) to provide AIS information and conduct boat inspections at the launch.

Products: 1. Collect, map and analyze macrophyte survey data. 2. Chemical treatment of Eurasian water milfoil beds. 3. Sets of voucher specimens from the macrophyte survey given to the DNR/Herbarium and Lake Metonga Association. 4. Complete final reports - Written and electronic disseminated to DNR, Forest County, Town of Lincoln, Lake Metonga Association and local libraries.

Post Lakes P & R District: Curly Leaf Pondweed Treatment/Clean Boats Clean Water Inspection: The Post Lake P&R District will sponsor a project to chemically treat pioneer beds of curly-leaf pondweed in Upper Post Lake and the Wolf River above Post Lake. The District has been treating an 8 acre and .8 acre bed of CLP for 4 years and 1 year respectively. The District will hold meetings with waterbodies' associations to the north of Post Lakes in the Wolf River system (Pine and Little Rice Lakes) to coordinate a planning effort against CLP. Project updates will be given to the riparian owners via a quarterly newsletter and trained watercraft inspectors will monitor boat landings during peak weekends and holidays.

Products:

1) Two pioneer beds of curly-leaf pondweed will be treated in accordance with the Department issued chemical control permit.
2) Pre and post treatment surveys mapping the location and densities of CLP will be conducted.
3) District newsletter will be distributed to riparian property owners and DNR.
4) Inspectors will monitor boat landings during peak times and input daily totals from Form 3200-120 into the WI-DNR website. Diaries will be retained for at least three years.
5) Inspectors will deliver suspected AIS to Rhinelander WDNR Service Center for vouchering.
6) A final report will be made available to the DNR, Oneida and Langlade County Land Conservation Dept., local lake associations, districts, and media.

Langlade County: Hlr - Langlade County Healthy Lakes 2021: Partnering with property owners, Langlade County is sponsoring a grant to implement best practices from Wisconsin\2019s 2019 Healthy Lakes & Rivers Action Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.
All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in the special conditions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required. The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: a project summary including data requirements, pre/post photographs, and confirmation of completed design work and landowner contracts. A Healthy Lakes & Rivers Example Report is available to assist you.

Special conditions: Project management and technical assistance cash costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction. Projects required for regulatory compliance purposes, including shoreland mitigation projects, are not eligible for reimbursement. The Healthy Lakes & Rivers logo should be used for promotion and publicity and DNR recognized as a funding source.

Forest County Land Conservation Committee: Res - Forest County Highway W Culvert Project: Project Scope and Description of Deliverables

Forest County Conservation Department is sponsoring a project to replace an undersized and somewhat perched culvert at the County Highway W - Swamp Creek crossing with a structure that is conducive to aquatic organism passage.

Project activities include 1) Design a new road stream crossing structure that will reconnect habitat for trout and other aquatic organisms; 2) Remove and replace the County Highway W culvert; 3) Conduct the Great Lakes Road Stream Crossing Inventory Assessment after construction to evaluate the new culvert for fish passage, velocity, flow, and bed composition; and 4) Summarize the project in a final report.

Project deliverables include: a final report that includes final designs, assessment information, and pre/post site photos.

Specific project conditions: 1) All necessary permits shall be obtained prior to commencing work; and 2) Final project designs must be approved by DNR Transportation Liaison before construction begins.

Pine Lake P & R District: Pine Lake Management Planning Project, Phase Iii: Pine Lake P&R District is sponsoring a project focusing on development of a Lake Management Plan (LMP) for Pine Lake including an AIS control plan and a native mechanical harvesting plan. Completion of a LMP will allow for potential Aquatic Invasive Species (AIS) cost sharing grants and permits for Eurasian water-milfoil (EWM) control. Phases 1 and 2 were funded in Feb 2009 and Phase 3 was funded in this cycle.

Project activities include: 1) Stakeholder participation \2013 kick-off meeting, AIS training, stakeholder survey, planning meetings (up to 2), wrap-up meeting, news release, newsletter article, and progress report; 2) Recruit volunteers and implement a CB/CW program; 3) Annual volunteer AIS monitoring; 4) Water quality sampling (Secchi, P, Chla, N, Conductivity, pH, Alkalinity, Total Suspended solids, Calcium, DO, and temp); 5) Curly-leaf pondweed (CLP) survey and aquatic plant community mapping; 6) Sensitive area delineation; 7) Fisheries assessment; 8) Watershed assessment and P load modeling; 9) Zebra mussel monitoring; 10)Develop LMP (with AIS control and harvesting components).

Northwoods Land Trust, Inc.: Forest County River Conservation Project: Northwood\2019s Land Trust, Inc. proposes to conduct a direct mail education campaign with all property owners on the priority river and stream segments in Forest County that were identified by the DNR Northern Rivers Initiative. An information packet will be provided highlighting voluntary conservation options those property owners can utilize to protect the priority stream corridors. Those options include conservation easements, land donation, land registry and conservation buyer programs. Individual on site property assessments and conservation planning will be conducted with any landowners who express interest.

The project includes the following goals: 1) Direct mail information packets describing voluntary conservation options private landowners can utilize to protect their properties. This information will include how the options can protect land while also providing income, estate and other tax benefits to landowners. The mailing will include all private property owners with at least 500 feet of natural shoreline on these priority river segments; 2) Conduct on-site follow-up contacts with interested landowners as generated by mailing and media publicity; 3) Encourage interested landowners to voluntarily enter into perpetual land protection agreements or utilize other land protection tools to protect their priority river/stream segments.

Project deliverables include: 1) Copies of color GIS maps of each of the towns with digitized parcel maps will be provided to illustrate the parcels/landowners identified within 500 + feet of existing natural shoreline frontage; 2) A generalized listing of Forest County landowner follow-up contacts by program type will be provided.

The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Trout Unlimited-Wild River Chapter: Spencer Creek - Reconnecting Coldwater Habitat: Wild Rivers Trout Unlimited will be sponsoring a restoration project on Spencer Creek, Forest County, WI. The project will replace an undersized culvert that is restricting flow and, is creating sediment deposition upstream from the culvert and scouring downstream from the culvert. The perched culvert is also impeding fish passage. Replacement of this barrier will reconnect 5 miles of Spencer Creek to the Rat River system and 1.56 miles of Swan Creek.

Project goals: Restore the instream habitat and aquatic connectivity of Spencer Creek. Additional expected project accomplishments include: elimination of impounding conditions upstream from Flanner Road; restoration of natural stream velocities both up and downstream of the road crossing; restoration of trout and other aquatic organism movement throughout the entirety of Spencer Creek and in and out of the Rat River, allowing natural movements to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system; reconnecting 5 miles of Spencer Creek; reconnecting use of 1.56 miles of Swan Creek.

Project deliverables: A post construction report describing monitoring conducted to document changes in velocity, water depth, silt depth, substrate type, invertebrate abundance and a mark and recapture study to ensure that fish are moving through the newly installed culvert. Temp thermistors will also be deployed to document any changes in upstream water temperatures.

Upper Wolf River and Post Lake WatershedWatershed History Note

The City of Crandon is located in Forest County on the north shore of Metonga Lake in the Upper Wolf River and Post Lake Watershed. Samuel Shaw, an entrepreneur and capitalist, bought property in the area of Forest County in the 1880s, formerly Oconto County. With the aide of Major Frank P. Crandon, tax commissioner with the Chicago and North Western Transportation Company, he successfully lobbied the Wisconsin Legislature for the creation of Forest County, which was established in 1887. Because of his help, Frank Crandon became the namesake for the county seat. Rail service arrived shortly thereafter in the region via the Soo Line Railroad, but a spur line did not directly reach the town until the turn of the century. The lumber industry defined the early growth of the city. In 1891, Page and Landeck Lumber Company bought a huge tract of hardwood timberlands near Crandon, but they were unable to utilize the resource until the CN&W railroad built a spur from Pelican Lake. By 1902, the company had built a huge sawmill, later named the Keith & Hiles Lumber Mill, near Clear Lake on Crandon's north side. The population of Crandon grew from 800 to over 2,400 in just a few years. The migration of settlers and loggers who came to Crandon in the first part of the century was due, in part, to the cheap cutover land available for farming and, in part, to the fact that the Page & Landeck sawmill was moved to Crandon from Glasgow, Kentucky. Many employees followed the mill from Kentucky to its new home. The so-called Crandon "Kentuck" is the source of rich cultural history in Crandon. Crandon was incorporated into a city right after the new courthouse construction began, and times were booming with many of the attractive brick buildings in town built during that time frame. The outlook was good for Crandon until the timber industry began to play out. Crandon still boasts a good many logging companies that work in the Nicolet National Forest and has a healthy tourist industry.
