Town Of Lincoln: Lake Metonga Ais Survey & Eurasian Water Milfoil Treatment: The Town of Lincoln, in cooperation with the Lake Metonga Association, will sponsor a project to perform plant community surveys of Lake Metonga and chemically treat several small colonies of Eurasian Water Milfoil (EWM). EWM assessments and GPS mapping of existing beds will be conducted in spring 2005 prior to treatment and post treatment in the summer 2005 and spring 2006. Curly-leaf Pondweed occurrences will be mapped, using GPS, during a boat survey in spring 2005. A comprehensive macrophyte survey will be conducted in summer 2005 using the WI-DNR point-intercept methodology. Mapping of the macrophyte community types by dominant species and location of invasive aquatic plants will be completed.

An education campaign will be developed including promotion of prevention strategies through a newsletter to area residents and local newspapers during Memorial Day weekend. The lake association will train the local high school environmental class in the identification of aquatic plants, large marked waste containers for disposal of aquatic plants and unused bait will be placed at boat landings and AIS warning signs will be stenciled on the pavement. The lake association will also coordinate with the Mole Lake Chippewa Biologist (Michael Preul) to provide AIS information and conduct boat inspections at the launch.

Products: 1. Collect, map and analyze macrophyte survey data. 2. Chemical treatment of Eurasian water milfoil beds. 3. Sets of voucher specimens from the macrophyte survey given to the DNR/Herbarium and Lake Metonga Association. 4. Complete final reports - Written and electronic disseminated to DNR, Forest County, Town of Lincoln, Lake Metonga Association and local libraries.

Waterways: The Post Lake P&R District, in cooperation with the Langlade County Waterways Association (LCWA) will sponsor an aquatic invasive species education project which will create a flyer as an insert in the local papers that cover Langlade County. This flyer will be given to local lake associations for distribution to their members. Also, the flyer will go in the Shoreline Friends packets. This project is an expansion of a previous purple loosestrife education project, which will now be expanded to include all aquatic invasives. This project also covers the cost of booth rental for county fair and Post Lake Fair. Volunteers will donate their time to man the booths. The project also includes a Langlade County Youth Fair and Adopt-A-Lake programs in the White Lake and Elcho School districts.

A final report shall be provided to the Department at the end of the grant period, which will include copies of the flyer and any adds developed as a part of the project in addition to a summary of all activities accomplished through the project.

The property includes 300 feet of frontage on Crane Lake, approximately 33 acres of wetland, an artesian spring, a pond and stream, and several acres of upland. The property will be managed in accordance with the Property Management Plan as outlined in the Land Management Plan attached to the Project Application (Form 8700-283) for this Lake Protection Grant.

Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.
All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in the special conditions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required. Forest County Conservation Department is sponsoring a project to replace an undersized and somewhat perched culvert at the County Highway W - Swamp Creek crossing with a structure that is conducive to aquatic organism passage.

Project activities include 1) Design a new road stream crossing structure that will reconnect habitat for trout and other aquatic organisms; 2) Remove and replace the County Highway W culvert; 3) Conduct the Great Lakes Road Stream Crossing Inventory Assessment after construction to evaluate the new culvert for fish passage, velocity, flow, and bed composition; and 4) Summarize the project in a final report.

The project also includes the restoration of 6 lots as education demonstration sites.

Deliverables include:
1. Development of a Natural Shorelands and Habitat Committee including DNR and County representatives to guide the development of a pilot project.
2. Development of a long-term project guide including training of volunteers to complete site assessments and an education plan.
3. Site analysis and design for 6 parcels including restoration of these sites.

Sokaogon Chippewa Community: Zebra Mussel Df Study: This project will continue the study and assessment of the impacts of zebra mussels on Lake Metonga. Specially, water chemistry, phytoplankton, zooplankton, zebra mussels, crayfish, walleye and yellow perch will be studied. The objective of this study is to gain information about the changes within the ecosystem and possible management options.

Deliverables include:
1. An annual progress report
2. A Final report including results, any management recommendations that can be determined from the available data, scientific literature review, summary of methods, results and discussion. The report will include both summarized and raw data.
3. This report will be made public within the community and will be provided to the Department in both hard and electronic copies.

Squash Lake Assoc: Hlk-Squash Lake Healthy Lakes Initiative: Squash Lake Association will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan. Practices include: fish sticks on 1 property and a 350 ft2 native planting, rain garden, and rock infiltration practice on 1 property.

The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. Forest County Conservation Department is sponsoring a project to replace an undersized and somewhat perched culvert at the County Highway W - Swamp Creek crossing with a structure that is conducive to aquatic organism passage.

Project activities include 1) Design a new road stream crossing structure that will reconnect habitat for trout and other aquatic organisms; 2) Remove and replace the County Highway W culvert; 3) Conduct the Great Lakes Road Stream Crossing Inventory Assessment after construction to evaluate the new culvert for fish passage, velocity, flow, and bed composition; and 4) Summarize the project in a final report.

LRLA is sponsoring a lake protection grant to purchase and install an aeration system and monitor water quality in Little Rice Lake, in Forest County. Project activities include: 1) Water quality assessment; 2) Purchase and install aeration equipment; 3) Develop annual report and final report.

Project deliverables include: 1) Water quality data entered into DNR SWIMS database; 2) Aeration equipment; 3) Annual summary and final report that includes final designs, assessment information, and pre/post site photos.

Specific project conditions: 1) All necessary permits shall be obtained prior to commencing work; 2) Final project/system designs must be approved by DNR Fish Biologist before construction begins; 3) Final report needs Dept review and approval. WDNR Lakes Management Coordinator will be provided with an electronic (pdf or word) copy of annual summary, final report, all maps, data and GIS from project. 4) The grantee shall enter into a 10-year operation and maintenance sponsor/landowner agreement and record the agreement at the register of deeds office in the county where the property is located. The useful life of the aeration system is 10 years.

Town Of Pine Lake: Lmi-Town Of Pine Lake Land & Water Protection Program: The Town of Pine Lake will develop a comprehensive land use plan with implementation strategies to address land and water issues in the town.

Activities associated with this project include; facilitated public meetings and workshop; town wide survey; draft and final reports; developmentof maps and exhibits for public informational meetings; development and mailing of a poster plan; project management/coordination.

Project deliverables for this project include copies of all maps, and a copy of the final comprehensive land use plan.

Town Of Hazelhurst: Lco-Hazelhurst Land & Water Protection Program: Town of Hazelhurst proposes to develop a comprehensive land use plan and implementation strategies to address the land and water issues in the Town. The Town proposes to work closely with Oneida County?s lake classification program to create a land use plan that matches appropriate land uses with the specific class of lakes in the watershed. An overall educational component for both citizens and local officials will be part of the project deliverables along with the following components; 1) a vision statement, 2) Socio- Economic profile, 3) assess housing characteristics, 4) inventory and map community facilities and services, 5) complete inventory of transportation systems, 6) research and analyze physical and biological characteristics of land and water resources, 7) complete an accurate land use inventory with future projections, 8) implementation strategies will be based on protection of the town?s nature resource base and encouraged to make the best use of that resource.

Project activities include: on-site inspections of individual septic systems including checking the depth of the drainfield vent, visual observations of the surface area, and hand-dug borings at each drainfield, or back-hoe pits where necessary; visual inspection of the shoreline; infrared high level aerial photography.

Post Lakes P & R District: Lower Post Lake Septic Systems Review And Feasibility Study: 1. Report results of the inspection of 50 lakeside septic systems for code compliance.
2. Conduct waste management feasibility study.
3. Prepare a final report of the results of the above tasks.
4. Disseminate information about the project results to the public by newsletter mailing, entire report mailing, public meeting, summary report mailing, newspaper articles, and a future comprehensive management plan.

Post Lakes P & R District: Lower Post Lake Septic Systems Evaluation - Phase 2: The Post Lakes Protection and Rehabilitation District proposes to continue the inspection of septic systems around Lower Post Lake to determine compliance with code and report failures. A minimum of 103 septic systems will be inspected and reported to the county. A final report of the inspection results that indicates soil conditions, system elevation, visual observation descriptions, and opinion of code compliance status for each system inspected. A paper copy and an electronic copy of the final report will be provided to the Department of Natural Resources. Information on the project results will be disseminated to the public by newsletter mailing, entire report mailing, public meeting, summary report mailing, and local newspaper article.

Post Lakes P & R District: Lower Post Lake Comprehensive Mgt Plan Study: The Post Lakes Protection and Rehabilitation District will update the Lower Post Lake Comprehensive Lake Management Plan. The update will be simultaneous with the plan update for Upper Post Lake. The updates will include the aquatic plant element, and analysis of management alternatives and recommendations.

Deliverables:
1. Updated Comprehensive Lake Management Plan for Lower Post Lakes including components for all four tasks outlined in the grant proposal (education/goals/objectives, watershed definition/land-use and lake modeling, water quality monitoring, and aquatic vegetation surveys)
2. Aquatic Plant Management Alternatives
3. Map of Aquatic Plant beds including identification of plant sensitive areas;
4. Secchi data entered into the Self-Help Secchi Disk database though the telephone system.

Plan elements will be completed by action teams of individuals from the association, and will include lake history, water quality, shoreline and watershed management, lake use, fish and game management, aquatic vegetation, and private waste disposal. The final plan will include the results of the study elements and management recommendations based on the results.

The Fish and GameManagementAction Team must consult with Steve AveLallemant, DNR Rhinelander, prior to completing their fisheries assessment and report.

Sokaogon Chippewa Community: Zebra Mussel Study - Part 1: The Sokaogon Chippewa Community will sponsor a lake plannig grant project which is a portion of a larger planning effort. This is a multi-phase project to research the impacts of zebra mussels on Lake Metonga. This data will be used for management of Lake Metonga and larger management efforts by the tribe on other NOR lakes. Phase 1 includes two grants that will:

1. Collect data on water chemistry/physical characteristics, Phyloplankton, Zooplankton, Zebra Mussels and benthic macroinvertibrates.
2. The study will also look at connection to rusty crayfish, juvenile walleye, walleye and perch diet and other adult fish species.
3. Deliverables include a map of zebra mussel distribution and density, and a summary report of findings.

The grantee will provide the Department of Natural Resources with two (2) copies of all final reports and maps along with an electronic version of the final report and map. All water quality data must be provided to the Department of Natural Resources in electronic format approved by the Department.

Pine Lake P & R District: Pine Lake Management Planning: 1) Conduct water quality sampling of lake. 2) Conduct a land use survey to identify land use changes and significant run-off areas, and determine the need for a more comprehensive septic system in the future. 3) Conduct a macrophyte sytvey thatreplicates the one conducted in 1977. 4) Evaluate the proposed dam reconstruction and draw-down project for Hiles Millpond to determine what effects this project would have on nutrient loading to the lake. 5) Prepare a final report that included 1 - 4listed above. 6) DNR shall receive copies of the final report. 7) Information will be disseminated to the public by newsletter, local newspaper articles, press releases to TV, radio, and newspapers in district area, poster displays, public meetings,summary and entire report mailings. Project results will be reposited at the Town Hall, Courthouse, public libraries in Forest County, DNR and RPC.

Pine Lake P & R District: Pine Lake Management Planning Project, Phase 1: Pine Lake P&R District is sponsoring a 3 phase project to study Pine Lake in Forest County. The project will focus on developing a Lake Management Plan (LMP) for Pine Lake that will include an AIS control plan and a native mechanical harvesting plan. Phases 1 and 2 were funded in this grant cycle (Feb 2009) and Phase 3 will be submitted for funding in August 2009.

Project activities include: On-site inspections of individiual septic systems; visual inspections of the shoreline; infrared high level aerial photography analysis.

Post Lakes P & R District: Upper Post Lake Septic Systems Review And Feasibility Study: 1. Prepare a report of code compliance of the inspection of 35 lakeside septic systems.
2. Conduct a waste management feasibility study as detailed in the project application.
3. Prepare a final report of the results of the above tasks.
4. Disseminate project results to the public by newsletter, entire report mailing, public meeting, summary report mailing, newspaper articles, and a future comprehensive management plan.

Post Lakes P & R District: Upper Post Lake Septic Systems Evaluation - Phase 2: The Post Lakes Protection and Rehabilitation District proposes to continue the inspection of septic systems around Upper Post Lake to determine compliance with code and report failures. j A minimum of 103 septic systems will be inspected and the results reported for follow-up compliance. A final report of the inspection results that indicates soil conditions, system elevation, visual observation descriptions, and opinion of code compliance status for each system inspected. A paper and an electronic copy of the final report will be provided to the Department of Natural Resources. Information on the project results will be disseminated to the public by newsletter, entire report mailing, public meeting, summary report mailing, and local newspaper article.

Post Lakes P & R District: Upper Post Lake Comprehensive Mgt Plan Study: The Post Lakes Protection and Rehabilitation District will update the Lower Post Lake Comprehensive Lake Management Plan. The update will be simultaneous with the plan update for Upper Post Lake. The updates will include the aquatic plant element, and analysis of management alternatives and recommendations.

Deliverables:
1. Updated Comprehensive Lake Management Plan for Upper Post Lakes including components for all four tasks outlined in the grant proposal (education/goals/objectives, watershed definition/land-use and lake modeling, water quality monitoring, and aquatic vegetation surveys)
2. Aquatic Plant Management Alternatives
3. Map of Aquatic Plant beds including identification of plant sensitive areas;
4. Secchi data entered into the Self-Help Secchi Disk database though the telephone system.

An information packet will be provided highlighting voluntary conservation options those property owners can utilize to protect the priority stream corridors. Those options include conservation easements, land donation, land registry and conservation buyer programs. Individual on site property assessments and conservation planning will be conducted with any landowners who express interest.

The project includes the following goals: 1) Direct mail information packets describing voluntary conservation options private landowners can utilize to protect their properties. This information will include how the options can protect land while also providing income, estate and other tax benefits to landowners. The mailing will include all private property owners with at least 500 feet of natural shoreline on these priority river segments; 2) Conduct on-site follow-up contacts with interested landowners as generated by mailing and media publicity; 3) Encourage interested landowners to voluntarily enter into perpetual land protection agreements or utilize other land protection tools to protect their priority river/stream segments.

Project deliverables include: 1) Copies of color GIS maps of each of the towns with digitized parcel maps will be provided to illustrate the parcels/landowners identified within 500 + feet of existing natural shoreline frontage; 2) A generalized listing of Forest County landowner follow-up contacts by program type will be provided.

The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Trout Unlimited-Wild River Chapter: Spencer Creek - Reconnecting Coldwater Habitat: Wild Rivers Trout Unlimited will be sponsoring a restoration project on Spencer Creek, Forest County, WI. The project will replace an undersized culvert that is restricting flow and, is creating sediment deposition upstream from the culvert and scouring downstream from the culvert. The perched culvert is also impeding fish passage. Replacement of this barrier will reconnect 5 miles of Spencer Creek to the Rat River system and 1.56 miles of Swan Creek.

Project goals: Restore the instream habitat and aquatic connectivity of Spencer Creek. Additional expected project accomplishments include: elimination of impounding conditions upstream from Flanner Road; restoration of natural stream velocities both up and downstream of the road crossing; restoration of trout and other aquatic organism movement throughout the entirety of Spencer Creek and in and out of the Rat River, allowing natural movements to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system; reconnecting 5 miles of Spencer Creek; reconnecting use of 1.56 miles of Swan Creek.

Project deliverables: A post construction report describing monitoring conducted to document changes in velocity, water depth, silt depth, substrate type, invertebrate abundance and a mark and recapture study to ensure that fish are moving through the newly installed culvert. Temp thermistors will also be deployed to document any changes in upstream water temperatures.
